Paolo Montini has studied Economics at the University of Bologna, where he graduated in 1996 with a dissertation on Economic Planning, focusing on arousing expectations and strategic behaviours analysis (Game Theory). In 1997 he collaborated with con AREA SRL [spin-off from PROMETEIA] to conduct economic research and analysis, financial assessments and cost-benefit analysis of investment projects, broadening his knowledge of macroeconomics and in the field of project financing, also thanks to his collaboration with Nomisma.
Mainly, he has worked in the field of economic and financial planning concerning the creation of infrastructures and public works and in the branch of public utility in the process of deregulation of public services and utilities, in particular in the field of financial structure and project financing.
In agri-food sector he worked for ISMEA and the Department of Agricultural, Food and Forestry Policies developing balance sheet analysis in order to assess the EU Programme and the projects concerning POM (Progetto Operativo Multiregionale – Multiregional Operative Project) and, for more than five years, he participated in the economic and technical analysis some typical chains of production defined by EU PGIs or I.G.P. and PDOs or D.O.P. in order to promote typical products such as Speck dell’Alto Adige, Prosciutto San Daniele, Nocciola del Piemonte and other typical products such as cheeses like Asiago and Montasio.
He is one of the contributors to the ‘Encyclopedia of Economics’ for the publisher DE AGOSTINI, he also contributed to ‘Il project finance in Italia’, published by Il Mulino, Bologna, curated by Renzo Baccolini and Dario Baldini.
Since 2000 he developed his professional experience about financing in the field of public-private partnership, increasing the competences of principles and restrictions that regulate public action and refining the competences about bankability thanks to the numerous operations conducted with success until the financial closing and to the subsequent management of the financing contract and of the relations with the banks during implementation.
He has gained a considerable technical competences concerning company and contracts structure of the project, financial architecture of risk analysis and its best allocation, and also the governance of the operation; in 2003 he becomes senior economist and project manager; until 2007 he taught project financing methodology in the MASTER in Economic Organization and Development for the Foundation ALMA MATER and in a seminar on Company Finance at Economics and Trade Faculty of the University of Bologna, moreover he gave lessons about public works principles and procedures following the standards of public-private partnership to officers and executives of various Public Administrations, to Companies, unions and Associations.
Moreover, he has important experiences in the field of real estate, of company and contracts structure of securitization operations, of creation and management of closed end funds, asset management company, and buy-in and buy-out operations, M&A, lease and lease-back, leasing and finance lease, always with national level institutions and subjects.
Over the years he has gained a great experience in managing infrastructure Projects and operations, in identifying conditions of technical feasibility and bankability of the projects and of the most effective procedures, according to the public requirements, concerning in particular how market and officers are going to react. He usually participates in multidisciplinary teams as leader and mediator in order to make converge economic and financial elements of the project and technical, project and town planning aspects, that are affected by company structure, legal and contract aspects as well as by economic-financial aspects of the operations. These operations concern various project fields: transport infrastructures (motorways, underground railways, people movers, cable cars, tramways, etc.), premises for public institutions, hospitals, schools, social housing, car parks, swimming and sport venues, universities, “water font”, renewable power generators, hall of residence, theme parks, etc.
Recently, he has been working in the field of financial structure and bankability of the operations, of corporate and contracts structures concerning public-private partnership, mainly in the branch of infrastructures, managing also difficult real estate transactions and town requalification.
