The public contracts sector has been undergoing a complex transition phase for some years, due to the difficult economic situation that the country has undergone; with that in mind, operators in the sector, Contracting Authorities, and Contracting Companies have also experienced a massive regulatory intervention operated with the issuing of the new European Directives on public procurement and the new Code of Public Contracts.
The level of legal technicality necessary to face the challenge of keeping up with a market characterized by the increasingly evident scarcity of resources requires operators in the sector to make important choices with regards to the quality of legal services to be found on the market.
